本书第一章阐释了“16 1”智库网络与中东欧国家智库合作交流指标体系，包括建立该指标体系的目的、基本研究方法、主要内容、数据资料来源的可靠性与专业性等；第二章介绍了中国——中东欧国家合作概况和最新进展，首先回顾历史上中国与中东欧国家关系的发展历程，再回到当下，介绍2016年中国与中东欧国家政治关系的新进展与新特点，最后为进一步推动中国与中东欧国家关系发展提出建议；第三章介绍了中国与中东欧国家智库交流合作现状。这一部分是基于“中国——中东欧国家智库交流与合作网络”运作实践而写的。首先是“16—1”智库网络的性质和特点，接下来介绍“16 1”智库网络的主要工作和活动以及中国与中东欧国家智库交流的特点，最后为促进中国与中东欧国家智库交流合作提出思考与建议。
