本书主要内容包括：跨境能源输送的法律问题，区域能源协调发展，“一带一路”倡议对能源合作的推动，天然气跨境管道贸易，能源项目国际投资，等等。
本书认为，一带一路是对亚欧经济区域合作的有力推动，符合区域内所有国家的共同利益，也是习近平主席提出的建设人类命运共同体倡议的具体实施抓手。通过能源领域的相互合作，将大大提高区域内和世界的能源安全水平，提高区域内人口的能源可及性，最终将提高全人类的福祉。

作者刘强，经济学博士，研究员。中国社会科学院数量经济与技术经济研究所资源研究室主任，全球能源安全智库论坛秘书长。
