Scientific Governance of Food Safety Risks Abiding by the “Four Most Stringent Requirements”

Abstract:On May 20,2019,a document entitled “Opinions of the Central Committee of the CPC and the State Council on Deepening theReform and Strengthening Food Safety” was issued,which clearly stated the “Four Most Stringent” standards that should serve as generalguidelines for China’s food safety governance in the new era. The present study analyzes the complexity and arduousness of food safety riskmanagement in the new era,expounds the essence of the “Four Most Stringent” standards,and reveals that such standards of food safetygovernance represent a scientific summary based on both international experience and domestic practice of food safety risk management. Asthese standards could help reduce food safety risks as well as ensure the safety of food production in China’s new era,we must adhere to thesescientific and realistic paths over the long term. On this basis,we put forward suggestions for improving the quality of food safety riskmanagement under the guidance of the “Four Most Stringent” standards in the medium to long term,including a reliance on scientific andtechnological progress to build a novel food safety standards system;the establishment of a unified authority system for food safety supervisionbased on scientific rules and principles;the strengthening of the rule of law and law enforcement priorities (so that people do not dare to breakthe rules,do not want to break the rules,and cannot break the rules);and the development of an accountability system,with the overallaccountability for local government designated through continuous and uninterruptible practice.
