大衛．西恩（David H. Shinn），喬治· 華盛頓大學教授，曾任美國駐非洲埃塞俄比亞等國的大使。
馬佳士（Joshua Eisenman），美國得克薩斯大學公共事務學院助理教授，是China and the Developing World: Beijing’s Strategy for the Twenty-First Century 一書的編者。
