本书基本上以实地调研和访谈为依托，并根据每年一度针对欧洲国家精英开展的“一带一路”问卷调查为基底，以风险评估为主要研究内容和研究特色，以政策建议为报告的亮点，集中为“一带一路”倡议在欧洲的布局提供理论和实践参考。本书第一章介绍了欧洲对“一带一路”倡议的回应；第二章为欧洲精英对“一带一路”倡议的看法问卷调查；第三章介绍了“一带一路”倡议在欧洲面临的风险评估；第四章对欧洲“一带一路”倡议的回应提出政策建议。
